This post by Pete Duncanson describes how to require commits made with TortoiseHg 1.x to include a FogBugz case number.

It seems like the UI was broken but the config in Mercurial.ini still worked in Tortoise 2.0, and now in 2.1.1, the linking works, but issue.linkmandatory = True is ignored.
